What was happening when they drafted a text for this card nobody can tell, but something weird must have been happening -- thats for sure
an effect moving a creature to another zone (for instance, Sneak Attack or Restoration Angel)
If this was just a creature with the Chapter I effect as an "enters" trigger, it'd be really good, and it's better in most ways -- since it can stun something else and then draw you at least one card before it goes away
Just look at cards like Elvish Rejuvenator and Whirler Rogue even with the faint Kaladesh influence of Whirler Rogue, they look more like screengrabs from Crunchyrolls latest show and fail to be consistent with Magic as we know it
